I am an experienced senior information technology professional and former Department of Defense Chief Information Officer, I am qualified to provide the visionary leadership, team building and innovative approach necessary to guide an organization into the future without interruption to organizational culture. I have demonstrated the ability to draw on the talents of others to create the programs and establish relationships necessary to keep an organization at the world-class level. I understand the numerous relationships and complex inter-relationships between current organizations and programs and the actions required to guide an organization into the future while aligning the organization with the vision, goals, and strategic plan.

I am a second year student in the Doctorate of Professional Studies program. I was born and raised in Memphis, Tennessee and am a retired Army Colonel. I received my Masters of Science degree in Information Resource Management here from Syracuse and a Masters of Business Administration in Management from Oklahoma City University.

I am an experienced senior information technology professional and held various senior leadership positions in the Army’s information technology program and as a former DoD Chief Information Officer (CIO). During my Army career; I was the DoD representative to the Clinger-Cohen committees working group writing the Information Management Technology Reform Act of 1996. I was the first CIO of the NationalDefense Universityand the National Guard Bureau. During my time as the CIO of the National Defense University, I taught the course “The New World of the CIO” to students in the CIO certification course and to senior service college students.

In the civilian sector, I am employed by Science Applications International Corporation (SAIC) and have held several senior information technology positions; I was the advisor to the Health and Human Services CIO and the CIO for the Army’s $21B Future Combat Systems. I have also been a senior program manager for several large government contracts with SAIC.

I am a certified government financial manager, certified chief information officer, certified contracting officer. I am also certified in Prince2 program management methodology and information technology infrastructure library (ITILv3).
